Presented to Mrs. Hillary Clinton
The Secretary of State of United States of America

Respected Madame
First of all we express our heartfelt thank to the government of US for allowing thousands of the Chin refugees to settle down in your country. We also give thank for defending the rights of ethnic minorities.
Please allow me to present our party’s view on the current situation in Myanmar.
- We are deeply concern about the way ethnic issue becomes secondary to other issues such as human right abuses, political prisoners, etc in the country lately. We are of the opinion that the true cause of these untold sufferings, especially in ethnic peoples’ areas, is the decade long unsettled differences between the ruling governments and frontier peoples.
In short, in a multi-ethnic, multi-lingual and multi-cultural country like Myanmar, unless the constitution is federal, democracy alone cannot safeguard the rights and interests of minorities because democracy is majority dictatorship, so to speak. Therefore, to solve the decade long ethnic issue is more important than democracy in Myanmar. History tells us that this is true. For example, the democratic government of the late U Nu could not last long because he failed to solve the ethnic problem. The one who ignores history will repeat it.
- The reason why we, as a leading Chin party, asked the West to lift economic sanctions (set aside its political implications) is simply because we believe that it will speed up poverty alleviation in the country, especially in the long marginalized poverty stricken ethnic peoples in border areas.
